In power since September 2009, Premier Yukio Hatoyama and the DPJ have not made African policy a high priority, but have said that they will keep the previous government’s pledge to once again double aid to Africa. Aid agency JICA remains the largest single donor body in the world, but prefers a subdued style rather than throwing its weight around.
