The United States Senate is again raising the alarm about Washington losing out to Beijing in Africa. On 1 November, the Senate Subcommittee on African Affairs, chaired by Senator Christopher Coons (Democrat, Delaware), heard testimony from China-Africa scholar Deborah Brautigam, former Ambassador to Ethiopia and Burkina Faso David Shinn and the Corporate Council on Africa’s President Stephen Hayes. There was less anger, however, than at a 2008 hearing in which Senator Johnny Isakson (Republican, Georgia) criticised China for contributing to the crisis in Darfur, Sudan, and undermining the development of democratic values and transparent governance....
