How Japan's parties think about Africa, if they think about it at all

Before 1998, Japanese voters would have had some difficuty in identifying any difference in Africa policy among the three main parties. The Democratic Party of Japan (DPJ, Minshutu) admits that even now they 'do not have policies concerning Africa'. Given the New Komeito Party's focus on domestic issues, that leaves only the Liberal Democratic Party (LDP, Jiyu Minshutu) with an official policy towards Africa. However, four little-discussed differences between LDP and DLP affect their policies in tangible ways....
